The Umatilla Reservation Housing Authority manages 190 rental units. 58 of these units are Low Income Housing Tax Credit units; and 132 of these units are Low Rent subsidized units. There are 1,2,3,and 4 bedroom units available in each program. The bedroom size unit assigned to a tenant is based on the household composition.

We are federally grant funded through the Native American Housing and Self Determination Act of 1996 (NAHASDA). We are responsible for providing safe, decent and sanitary housing.

Due to funding we give Federally Enrolled Native Americans first priority in our low income housing units. The entrance into this program is based on Enrollment, Household income, composition and space availability. There is a waiting list based on first come first served. In order to maintain placement on a waiting list the application must be updated annually.

The Tax Credit program units are filled on a first come-first served basis. Entrance into this program is based on household income, composition and space availability regardless of cultural heritage or Native enrollment. In order to maintain placement on the waiting list the application must be updated annually.

We work directly with the tenants on resource referrals, case managing, payment arrangements, determining rental amounts and utility allowances, annual inspections and household recertifications, new move-ins, and matters of self-sufficiency.

Once a tenant moves in, our goal is help them move from low income housing to self-sufficiency and homeownership. Some of our common referrals are to:

Once income has been qualified, we work to qualify the adult household members by means of a criminal background check that is performed annually. If an adult household member can not or does not pass the background check they must either move from the unit, or be dropped from the waiting list depending on their living situation.
