Josh Franken, Housing Services Manager
Provides management, human resources and internal operations to the URHA Housing Services. Responsible to know each housing program, policy and legislation, HUD reporting and compliance, conveyance issues, legal issues, admissions, income certification, Indian Housing Plans (IHP) and Annual Performance Reviews (APR) and oversight of programs.
Celeste Owen, Asset and Finance Manager B.S., CPA exam passed
Celeste processes payroll, pays bills, and provides financial reporting which includes financial audits, grant reporting, payroll reporting and financial statements. She prepares budgets and ensures that they are adhered to. She oversees all financial aspects of housing, oversees the assets of housing, and ensures that all assets are adequately protected against theft, loss or misuse.
Manages the front office and runs the day to day activities which include greeting the public, answering the phone, taking payments, generating work order requests as well as being friendly and professional in directing tenants and homeowners to resources or staff to meet their housing needs.

Development
Mary Rabb Development Officer, property management experience
Mary has conveyed all remaining Mutual Help homes and is working on the land lease release issues and tenant information dispatches. If you have questions about the Mutual Help program or about payments due for these homes, please give her a call. Mary also reviews and applies for grants, does the necessary research for Indian land development, and assists with contracts and RFPs as required for building on the reservation. She purviews all real estate as it becomes available and recommends and advises the Development Manager on any land or land-connected issues for Native Americans.
Resident Services
Paula Post, Resident Services Project Leader
Responsible for all duties related to Admissions and Occupancy and schedules application appointments, takes housing eligibility applications, certifies eligibility, maintains waiting lists according to URHA and HUD policies, updates waiting lists monthly, sends notices to all applicants regarding their status, provides information to all interested applicants. Is developing innovative strategies to meet occupancy into rental units targets and case-manage families toward goals of self-sufficiency.
Daisy Minthorn Housing Advocate B.S., 3 years’ social service experience
Daisy works under the HUD Ross Family Self-Sufficiency Grant and will be actively recruiting families into the program. Daisy will work with both the Ross families and regular tenant households on payment arrangements and agreements, utility billing, linking resources, case management and budgeting. Daisy also monitors tenant accounts and payback agreements and works with tenants to avoid eviction.
Homes and Finance
Program Manager, Currently Vacant, Interim Pamela Ranslam-Schofield
Homes program manager provides program oversight, writes grants and assists in the continued offering of meals and childcare during the financial and home series of classes. Her areas of focus are increased Tribal member home opportunities and community participation. Through continued efforts of the Home program staff, Tribal members will be prepared to assume the responsibilities of home and housing developments.
Marcus Luke II Home Counselor 10 years of experience, degree in progress
Marcus works with families on getting into mortgages. Since he has gone through the process personally, he is aware of the technicalities and works to bridge more Native families into homes by teaching saving and credit fundamentals, which is a life changing experience. Pamela Ranslam-Schofield Mortgage Specialist B.S., 10+ years’ experience in mortgage/lending
Pam provides the Financial / Home Education classes. She works with Tribal members interested in getting a home through the mortgage process by helping to determine the amount of home they can afford, working with lenders on preapprovals, explaining loan documents and attending loan closings with Tribal members. Pam has extensive knowledge of various mortgage opportunities on the reservation, mainly HUD Section 184 Indian Home Loan Guarantee Program. She manages the Umatilla Builds Site Development IDA program for home construction and is willing to answer questions anyone has on mortgages.
